Amali Raschke explains that in South Africa, the responsibility for water sits traditionally at municipal level (water service provision) and at national level (regulatory function). There is no official role for the province in terms of water. Mpumalanga province, however, has taken up the initiative to be the first province in South Africa with a dedicated capacity for water at provincial level. Amali Raschke is the Deputy Director General for Engineering Services for the Department of Human Settlements of the Mpumalanga Provincial Government and CEO of the Water for All Flagship, which is a provincial initiative that deals with water and water challenges.

The Flagship programme started in 2007 but is now fully integrated in the Department's policy. "I have a passion for water, I originally worked at the Department of Local Government. They asked me to build up the capacity building programme from the ground. It is very satsfying that I can now follow it up as CEO".

Amali Raschke visited the Water Cube during the official World Water Day 2011 event in Cape Town on Sunday 20 March. She was interviewed by Petra Brussee, IRC.
