The Ministry of Labour and Skills of Ethiopia, in collaboration with the Ministry of Health and USAID Transform WASH, developed standardised teaching, training, and learning materials. Two training courses (one basic and one advanced) with standardised curriculum will be offered at TVET institutions. The modules aim to ensure uniform skill levels and to improve the overall quality of sanitation products and services across Ethiopia.

Key players of the market-based sanitation approach are manufacturers, masons, installers, and sales agents who produce and install these products on a small scale. However, a lack of standardised training and curriculum for these business partners has resulted in inconsistent and low-quality products and services. To address this, the Ministry of Labour and Skills in collaboration with the Ministry of Health and USAID Transform WASH, developed these standardised teaching, training, and learning materials (TTLM). 

This curriculum and the modules are designed to develop the necessary knowledge, skills and attitude of the trainees to the standard required by the occupation. The contents are in line with the occupational standard. The trainees who successfully completed the modules will be qualified to work on the manufacturing and construction of sanitation products with competencies elaborated in the respective occupational standards. 

The following are the training curriculums and modules:

Basic short-term training curriculum

  1. Basic water, sanitation and hygiene practice
  2. Read and interpret working drawing and specifications
  3. Carry out reinforced concrete work
  4. Preparing bill of quantity
  5. Develop morality, professional ethics and patriotism
  6. Develop business practice

Advanced short-term training curriculum

  1. Basic water, sanitation and hygiene practice [advanced]
  2. Read and interpret working drawing and specifications
  3. Setting out and excavation
  4. Carry out reinforced concrete work
  5. Block production, lay masonry unit and finishing work
  6. Installation of sewerage system, water supply line and sanitary appliance
  7. Preparing bill of quantity
  8. Develop morality, professional ethics and patriotism
  9. Develop business practice

USAID Transform WASH aims to improve water, sanitation, and hygiene (WASH) outcomes in Ethiopia by increasing market access to and sustained use of a broader spectrum of affordable WASH products and services, with a substantial focus on sanitation. USAID Transform WASH is a USAID-funded activity implemented by PSI in collaboration with SNV, and IRC WASH. The consortium is working closely with government agencies, including the Ministry of Health, the Ministry of Water, Irrigation and Electricity, the One WASH National Program, and regional and sub-regional governments.
