For the past six years IRC has been advocating for moving away from an approach focused on providing water and sanitation infrastructure to a service delivery approach, where the customer and the service that she or he is entitled to against national policies or international declarations such as the human right to water and sanitation is centre staged. In the end every citizen has a right to a sufficient quantity of safe water provided reliably. This puts the main responsibility for providing safe water in the hands of the service provider and service authority.

However, reality is that water at the point of use often is not safe and that is why household water treatment systems are relevant. Household water treatment systems are products such as chlorine flasks and filters and other products. Products which are the domain of private businesses and that is why it is important to promote private business in Household Water Treatment Systems as done by the Safe Water Phase 2 project in which IRC is involved.

One of IRC's roles in Safe Water Phase 2 is to support private business in Household Water Treatment Systems by creating an enabling environment for businesses in Household Water Treatment Systems including regulation by the government, limitations of subsidies hindering private businesses in Household Water Treatment Systems and more.
