Against a background of renewed energy and commitment to achieve universal access to water, sanitation and hygiene (WASH) by 2030, IRC is looking for a dynamic, experienced and go-getting new member of our team. 

IRC is a leading think-and-do tank that works with governments, NGOs, entrepreneurs and people around the world to find long-term solutions to the global crisis in water, sanitation and hygiene services. The IRC Africa Regional Programme is administratively located in Burkina Faso since 2020. The programme works with regional strategic players (African Union, African Development Bank, Africa Water Association, Economic communities of states, etc.) and their partners for unblocking political, financial and technical leadership to accelerate universal access to WASH in Sub-Saharan African countries.

To support our mission, we are looking for an experienced and ambitious Senior Advisor for the Africa Regional Programme.

Main responsibility

The senior advisor will be joining the IRC Africa Regional Programme, the sub-entity within IRC that is responsible for IRC’s ambitions for the regional decision-making systems of the WASH agenda. We deliver our ambition by providing strategic advice and technical assistance services to authorities and senior experts in regional systems. We provide these services by strategically positioning IRC in the field of WASH-related advisory services for relevant regional organisations and their partners. We also deliver and manage strategic technical assistance assignments in African countries where IRC doesn’t have a country office.

We expect the senior advisor to be responsible for our business development in the West Africa region. That would mean, building networks, establishing and nurturing formal and informal partnerships, acquiring assignments, but also delivering and managing those.

The line manager of the senior advisor is the director of the African Regional Programme. He will provide guidance and coaching. The line manager will also monitor and periodically assess the performance of the senior advisor.

Specific responsibilities

  • Develop and nurture a network of key clients, stakeholders, and a pool of (associate) consultants in the region
  • Lead the business development process by identifying opportunities, triaging those, managing application processes and writing of bids
  • Carry out selected consultancy assignments in the African region
  • Be the project manager for selected consultancy assignments in the African region.


  • A team player, willing to chip in when others need support and when deadlines are approaching
  • Good financial and entrepreneurial skills - able to draft winning bids based on solid proposals and budgets
  • Strong advisory skills, able to clearly articulate technical advice internally (to staff in focus countries) and externally to clients and stakeholders
  • Strong client-orientation, as manifested through successful acquisition of assignments and a strong client-focus in delivering work. 

Knowledge and experience

  • Mid-level WASH governance advisor with at least 10 years of professional experience
  • Have an in-depth understanding of the WASH sector, being able to analyse that from a systems perspective
  • Expert-level knowledge of at least 3 sub-themes within the WASH sector such as for example: monitoring, finance, service delivery and institutions
  • Be familiar with, or have the capacity to quickly get acquainted with IRC’s approach to WASH system thinking as well as the key methods and tools we use
  • Have a track record of working in at least 3 countries in the (West) African region and established networks both regionally, and in those countries
  • Have experience in the management of medium-sized (up to 200,000 Euro) assignments, including having responsibility in leading teams, defining and tracking tasks, budget-expenditure control and coordination
  • Be fluent in French and English.

Details of the position

You will initially be offered a one-year renewable contract with a salary depending on qualifications and experience in IRC salary scale CS 1 step 15 as stated in the IRC salary policy for the Africa Regional Programme. IRC has a 40-hour working week.

The candidate should be based in Senegal, Benin or Côte d’Ivoire, in order to keep in close contact with clients and stakeholders in the region. He/She will be administratively contracted by the IRC office in Burkina Faso.
