UNICEF together with the partners (including WASHCost) and the government has undertaken budget analyses of the water and sanitation sector. It shows that the weight of the water and sanitation sector is only 2.2%. Furthermore, it reveals that 80% of the budget comes from aid. The document raises questions about sustainability that due to the heavy expenditure in the investment component, are there enough human resources and specialist labour to look after the level of investments made?
