The Government of India has launched Swachh Bharat Mission (SBM) Phase-II and Jal Jeevan Mission (JJM) to provide sustainable WASH services on a decentralized mode by 2024. Towards this, the states have developed Perspective plans and started implementing these programs. Although there has been steady progress in achieving ODF plus villages and providing Functional Household Tap Connections (FHTC) respectively, there is a need for a consistent drive for change management, improved capacities, convergence at all levels and robust monitoring systems to achieve objectives of these flagship programmes. There is a greater need for collaboration among government, development partners, civil society and the private sector to build capacities and empower Panchayats to plan, implement and manage WASH facilities and services.

NIRDPR in Collaboration with Ministry of Jal Shakti, Ministry of Panchayati Raj, UNICEF, WaterAid and other development partners including IRC  organised the National WASH Conclave 2022 - "WASH Forward - Advancing Water, Sanitation and Hygiene (WASH) in Panchayats during 23-25 February, 2022 on a virtual platform.

Conclave objectives

Bringing Government and WASH sector players on a platform to:

  • Deliberate on sector approaches and strategies for improved and sustainable WASH services by Panchayats
  • Facilitate learning and sharing of best practices of various WASH programs for scaling up
  • Discuss and agree on 'Call for Action' for advancing WASH in Panchayats by all sector players

Participants

The Conclave will be attended by Representatives and Officials from relevant ministries of Government of India, State Governments, including District, Sub-district and GPs. Other participants include sector professionals from Development Partners, Civil Society Organizations, Private Sector, Academia and Media.

The conclave sessions were facilitated by sector experts, one of whom was Ruchika Shiva, IRC Country Coordinator for India country programme. She will be moderating a technical breakout session on hygiene on the topic: Making hand hygiene for all a reality in rural areas, building on the Covid experience - What can PRIs do?.
