What lessons do the past six years of sector collaboration in Ethiopia hold for the future?

This year we have given attention on World Water Day and, during Stockholm World Water Week, to the topic of 'co-operation'. Here is a timely paper by Abiy Girma and Arto Suominen discussing experiences with one very specific initiative in co-operation, the sector reviews or Joint Technical Reviews that are undertaken each year. These involve government, multiple donors and other key actors. These have been held consistently in Ethiopia from 2006, supporting the Multi-Stakeholder Forum process.
It's timely to publish the paper on New Year's Day in Ethiopia. An appropriate time to take stock and look back before going ahead in the new year. What have we learned from the Joint Sector Reviews?
And only this week, the country will launch its Sector Wide Approach (SWAp) known as the One WASH National programme. This paper tracks some of the discussions that have helped lead to this exciting point.
