Sustainable Sanitation & Hygiene for All is a comprehensive approach to ensuring equitable access to improved sanitation and hygiene for those who need it most.

Sustainable Sanitation & Hygiene for All (SSH4A) was developed by SNV and IRC in 2008 and was initially implemented in Nepal, Bhutan, Cambodia, Vietnam and Laos. The approach is essentially a capacity building approach, supporting local government to lead and accelerate progress towards district-wide sanitation coverage with a focus on institutional sustainability and learning. The work revolves around four specific components:

  • demand creation
  • sanitation supply chain strengthening
  • hygiene behavioural change communication (BCC)
  • governance

The SSH4A approach is being implemented with rural communities in over 15 countries across Asia and Africa. In Asia SNV and IRC's multi-donor SSH4A programmes have reached more than 2.2 million rural people, with almost 417,000 people gaining access to improved sanitation and over 285,000 people gaining access to basic sanitation. This represents a combined total of over 700,000 people improving their sanitation situation across 26 districts and 341 schools.

The next phase of the SSH4A programme in Bhutan and Nepal was part of the DFAT Civil Society WASH Fund II and ran from May 2014 till April 2018. In Cambodia, the programme lasted till June 2017 and was funded by the Stone Family Foundation.

Beyond the Finish Line (BFL) is a five-year multi-country programme (2018-2022) that is being implemented by SNV in Bhutan, Lao PDR, and Nepal as part of the Australian Government’s Water for Women Fund. It also builds on the 2008-initiated Sustainable Sanitation and Hygiene for All (SSH4A) programme.
