Up to 2640 people interviewed at 264 rural water supply facilities (165 in Kabarole and 99 in Lira), concurred that:

  • Functionality of water systems in Kabarole and Lira is relatively high and has shown gradual improvement over the years
  • Level of service delivered is still very low with only 34% of the systems complying with national service norms on quality, quantity, reliability and accessibility
  • Monitoring from the user perspective tells the story of water users hidden behind statistics on functionality and access

It was recommended that the sector actors under the leadership of the Ministry of Water and Environment, review Sector Performance indicators to capture reliability and actual level of service delivered to users.
